Singed, matted, chronically or excessively dirty hair or fur.
Wounds, unusual scars, hair loss, limping.
Signs of improper nutrition, visible bone structure.
Cages/chained for extended periods of time with little room to move around.
Lack of protection from outside elements.
Visibly tight collars/chains
Large numbers of animals coming or going from a property
Aggression, fear, confusion
