There are certain warning signs to look out for if you know what to pay attention to. If you suspect an animal is being abused, notify law enforcement and provide as much information as possible.
Animal abuse warning signs:
Howling or barking for sustained periods of time or cries of pain and yelps.
Singed, matted, chronically or excessively dirty hair or fur.
Wounds, unusual scars, hair loss, limping.
Signs of improper nutrition, visible bone structure.
Cages/chained for extended periods of time with little room to move around.
Lack of protection from outside elements.
Visibly tight collars/chains
Large numbers of animals coming or going from a property
Aggression, fear, confusion
